Hitachi Global Storage Technologies (Hitachi) announced the appointment of Phillip Duncan to the position of chief administrative officer (CAO) and Raj Bhalla as vice president of General Procurement.

Duncan will oversee all human resource functions and will have responsibility for organizational design and development, succession plans and span of control for all levels of the management team. The CAO is a newly-created position, intended to bring best practices to organizational management.

With more than 27 years of experience, Bhalla will play an integral role in helping to reduce the company’s cost structure and improve profitability targets through various strategic sourcing mechanisms.

Since 2005, Duncan managed his own consulting company, which provided a broad range of HR services. Before that, Duncan served as executive vice president of HR and Real Estate for Maxtor for nine years. Duncan brings more than 24 years of HR experience with technology companies, including Avantek, SyQuest and Berkeley Systems.

Bhalla has been vice president of strategic sourcing for Nortek Holdings, a $2.2 billion diversified holding company, for the past five years. He also built and led the procurement consulting practice at A.T. Kearney in Southeast Asia for nine years, during which he transformed seven procurement organizations to best-practices level.

Duncan and Bhalla will be based at Hitachi’s Yerba Buena Road site in San Jose.
